Syrian airliner spat sours improving Turkish-Russian relations

Turkey's grounding of a Syrian plane allegedly carrying weapons from Moscow to Damascus has put Moscow and Ankara ? which have been cooperating in recent years ? at odds.

Russia kept up an angry flow of rhetoric Friday directed at Turkey, demanding that Turkish authorities reveal exactly what type of Russian "munitions" they claim to have found aboard a Syrian airliner forced down over Turkey on Wednesday.

The Russian Foreign Ministry also complained in a statement that the takedown of the jet was illegal, and that it "endangered the lives and safety" of 17 Russian passengers, who the ministry claims were subsequently mistreated and denied access to Russian consular officials for over 8 hours.

The incident comes amid growing confusion in Russia-Turkish relations. On Monday, two days before the aircraft was forced down, Russian President Vladimir Putin cancelled a state visit to Turkey that was to have begun early next week. Turkish officials would only say the trip was shelved due to "red tape."

"Relations between Russia and Turkey have been improving for the past several years, after decades of being on opposite sides of the cold war barricades," says Pavel Shlykov, an expert with the official Institute of Asia and Africa in Moscow.

"I really hope this incident with the plane doesn't affect the positive trend," he adds.

But the mystery surrounding the cargo that was aboard the Syrian A-320 airbus that was compelled to land by Turkish jet fighters may have been cleared up, with an admission by Russian arms officials that materials for use in Syrian anti-aircraft radars may have been aboard.

On Friday, the Moscow business daily Kommersant, citing unnamed Russian arms industry officials, said the plane was carrying 12 boxes of electronic components for use in Syrian air defense systems, along with legal documentation for the equipment.

The most alarming issue for the Kremlin appears to be the effectiveness of Western intelligence sources, whom they blame for alerting Turkish authorities about the presence of the electronic parts aboard the Airbus.

"The Turkish authorities sent out two F-16 fighters to escort the jet so they most likely knew about the cargo that was being carried," an official of the Russian FSB security service told Kommersant. "They would not have done this if they had not been sure."

Moscow was previously blindsided back in July when British authorities stopped a ship carrying Russian attack helicopters to Syria by forcing its insurance company to pull coverage. The helicopters were sold to Syria in the 1990s but were being serviced in Russia and quietly sent back aboard a civilian vessel.

Obama touts benefits of auto bailout as debate looms

WASHINGTON (Reuters) - President Barack Obama sought on Saturday to sustain momentum from Vice President Joe Biden's strong debate showing by touting the benefits of one of his signature actions, the rescue of the U.S. auto industry, as he prepared for his next debate with Republican Mitt Romney.

"We refused to let Detroit go bankrupt," Obama said in his weekly radio address. "We bet on American workers and American ingenuity, and three years later, that bet is paying off in a big way."

The president will drop from view for several days to prepare for his second debate with Romney on Tuesday. By focusing on the health of the auto industry, currently benefiting from strong sales, Obama is reminding voters he came to the industry's rescue. Romney had opposed government help for automakers.

Obama is hoping to build on Biden's confident performance at the vice presidential debate on Thursday after his own listless debate performance last week gave Romney a sharp boost in opinion polls. He meets the Massachusetts governor for the second of three debates on Tuesday evening in a town-hall format.

In his address, Obama highlighted trade agreements that helped promote sales of U.S. autos abroad. Romney has called the Obama administration's record on trade weak and promised to wage much more aggressive campaigns to open markets abroad to U.S. goods and services.

"I want to see more cars on the road in places like South Korea imported from Detroit and Toledo and Chicago," Obama added.

Obama also said that "after 30 years of inaction, we raised fuel standards so that by the middle of the next decade, cars and light trucks will average almost 55 miles per gallon - nearly double what they get today."

It's cat vs. dog: What's America's favorite pet? - Mother Nature Network

You might not know where you stand on healthcare or economic policy, but what about the real issues? For instance, are you Team Cat or Team Dog?

You can cast your vote on this hot issue now through Nov. 8 as part of America?s Pet Debate. Purina is calling all animal lovers to vote for either felines or canines and engage in the lighthearted fight of cats versus dogs.

Once all the votes are in, Purina will declare America to be either a cat nation or dog nation on Nov. 9.

The purpose of America?s Pet Debate initiative is to raise money for Pet Partners, a Bellevue, Wash., nonprofit group that provides animal-assisted therapy to military veterans. For each vote cast, Purina will donate $1 toward its $100,000 goal to Pet Partners.

NFL legends Terry Bradshaw, a devoted dog person, and Howie Long, a committed cat person, have gotten in on the debate to raise awareness of the benefits of pet ownership.

"Dogs have been a part of my life since my earliest childhood memories,? Bradshaw said in a news release. ?I can't imagine coming home and not having at least one dog greet me. Every day I enjoy the companionship and fun that comes with owning dogs.?

However, Long countered with an argument on behalf of Team Cat.

"As an owner of four pets, including two cats, JoBu and Lucky, I've experienced firsthand the many benefits of owning a pet,? he said. ?My family and I rescued our cats when they were just kittens and gave them a safe home. Our cats have given us a lot back ? they like you every day no matter what ? even if you've had a bad day.?

J.C. Penney Co. is trying to figure out how to offer customers the promotions they clearly want without returning to the sale-driven mentality of old.

Offer a customer 10 bucks off and they?ll probably call it a coupon, although J.C. Penney Company insists that the $10 ?gift? it sent what it referred to as ?a select group of core customers? is no such thing.

This might seem like semantics, especially to the shopper who just wants to pay less for towels or sneakers. By targeting only its biggest fans and framing the $10 off as a reward for loyalty, ?They don?t have to call it a coupon the way they used to,? said Marshal Cohen, chief retail analyst at NPD Group.

?When J.C. Penney operated as a promotional department store, we relied on coupons to drive traffic during key sales events. Now that J.C. Penney is transforming to become a specialty department store, the gift serves as an invitation for customers,? the retailer's media relations director Daphne Avila said via email.

When CEO Ron Johnson announced a near-total break from promotional pricing after only three months on the job in February, analysts worried customers wouldn?t like it and would vote with their feet. For the most part, they did; since then, Penney has struggled to get traffic into stores, even as it revamps them into a series of boutiques that analysts say hold promise.

?Initial shop productivity [is] encouraging,? JPMorgan Chase?analyst Matthew Boss wrote in a research note last month. He noted that the in-store boutiques have 20 percent higher sales than the rest of the store, but those spaces currently take up only 10 percent of stores? floor space. For the second half of 2012, management told investors to expect a 20 percent drop in same-store sales.

Swinand said eschewing excessive promotions is still a better bet for Penney in the long run. ?if somebody walks in and is looking for a pair of jeans, they want a pair of jeans... If you throw an 80 percent off sign in front of their faces, they?re distracted.?

But even if it was counterproductive, it was a distraction consumers expected, especially in the aftermath of the financial crisis. ?We conditioned consumers to only buy things during deep discounts,? Swinand said. ?We?re still having trouble getting people off of that drug.?

The $10 discount could indicate that the company is acknowledging that the pace of change is slower than it wanted, and is rethinking its strategy of going cold turkey in favor of working more gradually to wean consumers off markdowns and coupons.

Avila seemed to indicate this might be the case. ?We have not yet made any decisions regarding future gifts; however we are reviewing our jcp rewards program to bring additional incentives to our most loyal customers.?

Federal prosecutors and FBI agents in Washington have launched a new criminal investigation of Illinois Rep. Jesse Jackson, Jr. involving alleged financial improprieties, including possible misuse of funds monitored by Congress, law enforcement sources tell NBC News.

The probe prompted lawyers for Jackson ??who has been on a leave of absence from Congress since June for medical treatment ??to meet with federal prosecutors this week in an attempt to persuade them not to bring charges against the congressman, sources said.

The sources said it was unclear whether Jackson, who has not been seen in his office for months, would be charged before the November election ??a subject that was discussed between Jackson?s lawyers and the prosecutors this week. Jackson?s lawyers urged the prosecutors not to file charges before the election ? but prosecutors refused to make any commitments, the sources familiar with the meeting said.


Either way, the new investigation could ratchet up pressure for Jackson to step aside. Despite his illness ??which his office has said involves his treatment for bipolar disorder ??Jackson is running for re-election, seeking a 10th term. His lawyers did not return email and phone call request for comment.

Frank Watkins, Jackson?s congressional spokesman,?says he has not reached out Jackson and has not spoken to him about the investigation, and that the first he heard of the investigation was when he was contacted by the Chicago Sun Times, which first reported the story. He said he believes Jackson is still in DC.

The sources, confirming the ?account in the Sun-Times, said the new probe is being run out of the U.S. attorney's office in Washington DC. They said it is unrelated to previous allegations that Jackson was part of a scheme to persuade ex-Illinois Gov. Rod Blagojevich? to name him to the Illinois Senate seat of Barack Obama in exchange for $1 million in campaign contributions from a top fundraiser.

The sources did not specify the financial irregularities being investigated. But the Sun-Times said the case involves misuse of funds or an account monitored by Congress. ?It comes weeks after a report that Jackson and his wife, Chicago alderwoman Sandi Jackson, put their Washington DC home on the market for $2.5 million. A campaign spokesman said at first the home was put on the market to pay for medical bills, but the Jackson later took it off the market.?

Jackson, the son of civil rights leader Jesse Jackson Sr.,?stopped working June 10, his staffers revealed two weeks later. He first obtained treatment at a facility in Arizona before transferring to the famed Mayo Clinic in Rochester, Minn., where doctors said he had "depression and gastrointestinal issues."

He left the Mayo Clinic and went back to Washington, D.C. in early September but has not returned to work.?
