LANSING ? Michigan has one of the nation?s highest infant mortality rates, and experts are trying to change that by teaching future parents and caretakers about healthy pregnancies and proper sleep positions for newborns, supporting women?s health and reducing unwanted pregnancies.

The Michigan Department of Community Health released its ?Infant Mortality Reduction Plan? in August 2012, said Angela Minicuci, public information officer.

?Infants are dying for many reasons and through the plan we have created, we can reduce the risk for death and the eventual number of deaths in infants within Michigan,? said Minicuci.

In Michigan, five out of 1,000 Caucasian babies, seven out of every 1,000 Hispanic babies and 14 out of every 1,000 African-American babies die before their first birthday.

?With an average of 7.1 deaths per 1,000 live births in 2010, that is seven babies too many,? Minicuci said. ?There is also such a large disparity between races, we need to figure out why and assess what is happening.?

In comparison to Indiana, Ohio and Wisconsin, Michigan now has the highest infant mortality rate and Mincuci said with the plan, Michigan hopes to have one of the lowest rates in the nation.

The current rate in the United States is 6.1 deaths for every 1,000 live babies, which is down from 7.1 deaths for every 1,000 live babies in 2000.

The department has teamed up with local health departments, health care providers, universities, professional organizations, community leaders and other interest groups to analyze why babies are dying and how that can be remedied.

The main cause of infant death is that infants sleep with too many extra items in their cribs or in bed with parents, Minicuci said. This can lead to suffocation or choking.

?Sometimes parents do not understand safe sleeping situations for their baby and with this plan we want to get the information out there for all.?

The department plans to publicize programs like Cribs for Kids, founded in 1998 in Pittsburgh, that has been reducing the rates of accidental deaths.

Christian Services/LOVE Inc. of Lansing teamed up with River Terrace Church in East Lansing as a local partner with Cribs for Kids and gives out more than100 cribs each year.

?We really just want a safe place for kids to sleep,? director of Christian Services Jodi Harkema said.

In addition to the crib, families receive information about safe sleep and how to prevent infant deaths.

Families who receive cribs are chosen through home visits by social workers and referrals. Most of the recipients did not have a safe place for their baby to sleep, Harkema said.

The department plans to help women with their health before, during and after pregnancies.

?Some women take an option to have a C-section before 39 weeks and the babies are not full term. This can lead to problems down the road,? Minicuci said.

Dr. Michael Collins, Grand Traverse Health Department Medical Director, says their department is working on an anti-smoking campaign.

?In this area maternal smoking has proven to be a huge factor for health problems in babies,? he said. ?The programs are still in early stages, but we have it on our radar.?

The state department also wants to expand home-visiting programs to help support women and infants with home visits from nurses.

?These visits will expand the nurse family partnership for at-risk populations and make sure families are ready for their new baby,? Minicuci said.

With the implementation of the plan, the state department will begin to promote enrollment in Plan First!, a federally-funded program to reduce teen pregnancy.

?We are using all of the resources we have and know of to make Michigan a better place for families and reduce infant deaths,? Minicuci said.

The goal for the plan is to reduce infant mortality significantly by 2015.

WASHINGTON (Reuters) - The race between President Barack Obama and rival Mitt Romney has tightened in the days before their final televised debate, with the Republican closing the gap on Obama's slight but steady lead in a Reuters/Ipsos online poll.

Data from the daily tracking poll released on Saturday showed the Democratic incumbent with a small lead over the former Massachusetts governor, but the margin has narrowed from Friday and from results earlier in the week.

Forty-six percent of likely voters said they would vote for Obama in the November 6 election, while 45 percent said they would back Romney.

On Friday, Obama was ahead by three percentage points at 46 percent compared to 43 percent for Romney.

"Our numbers have shown ... Obama fairly steadily ahead by three points over the last couple of days and today's data does show a tightening in those numbers," Ipsos pollster Julia Clark said.

"It's very much neck and neck. I anticipate actually that we're going to see these numbers neck and neck all the way to Election Day."

Romney got a big boost from his strong performance in the first debate on October 3 with Obama, who was widely judged to have given a passive, lackluster performance.

The president charged back with a sharper appearance in their second debate on October 16, comforting frustrated Democrats. While opinion polls showed most viewers thought Obama won that debate, Clark said he did not, in the end, get a noticeable bounce in the polls as a result.

"I wouldn't say that we saw a second-debate bounce for either candidate," she said, while predicting that the third and final debate on Monday would not affect the race dramatically unless one of the candidates made a significant gaffe.

The final debate focuses on foreign policy. Obama is spending the weekend at the presidential retreat at Camp David in Maryland to prepare, and Romney is doing the same in Florida, a battleground state where the debate will be held.

Though national polls give a sense of the mood of the electorate, the winner of the White House race will be determined by electoral votes from a handful of states such as Ohio and Florida that swing, historically, between voting for Republicans and Democrats in presidential elections.

A RealClearPolitics average of polls on Saturday showed Obama ahead in Ohio by 2.5 percentage points and Romney ahead in Florida by 2.1 percentage points.

The precision of Reuters/Ipsos online polls is measured using a credibility interval. In this case, the poll has a credibility interval of plus or minus 3.0 percentage points for likely voters.

Tyler Florence (TF): I?m utterly fascinated by the process, and I love the aspect of creating something that mankind?s been doing for tens of thousands of years. Wine is a time capsule. You take all this information?the varietal, the year, the terroir?and you encapsulate that and can open up and analyze it anytime you want. Wine is an organic, natural product that tells a story that will be around when we?re all gone, and I think there?s something really special about that.

SHAPE: When it comes to wine pairings, are there any misperceptions you?d like to clear up?
TF: You can absolutely pair up protein like beef with white wine if the things that are associated with the meat are more of a brighter, fresher note. Like if you had medium-rare grilled beef tenderloin that was paired with something like roasted Brussels sprouts with shaved Parmesan, olive oil, and anchovy. On the opposite side of that, a really big-bodied cab or zin would totally taste great with a piece of fish if what you?re serving with that has a bigger, earthier note to it, like a big piece of cod with chorizo mushrooms. So wine pairing isn?t so much about the protein as it is about what?s going along with that.

SHAPE: What about cooking with wine? Is it true you should buy the cheap stuff?
TF: I always finish every bottle that I open, so that?s what I cook with. I don?t buy wine to cook with, and I don?t buy cooking wine. I just cook with whatever is left over, and there?s always something left over.

SHAPE: Say a woman?s boyfriend or husband isn?t into wine, is there a way she can convince him to be more open to trying it?
TF: You have to find a reason to introduce this and not just buy wine. So if the couple knows another couple where the guy is into wine, they should go to dinner together. That way it?s a natural situation where the two guys can get a chance to bond over wine and really taste them. Or on his next birthday, buy him a nice bottle of wine. Get him something really, really great. Then you say, ?Hey, it?s your birthday, I got you this amazing bottle of wine. I looked it up in Wine Spectator magazine, and it has 100 points; it?s supposed to be really fantastic.? Guys like to brag, and when he can say, ?Yeah, it got a 100-point score from Wine Spectator magazine,? he?ll sound like the man at a dinner party when he opens the bottle.

SHAPE: If I saw you at a bar, what would you be drinking?
TF: Honestly, I drink three things: I drink water?and I try to drink a lot of it?and I drink coffee?and I do drink a lot of that?and I drink wine. I think red wine more than anything specifically. It?s not that I don?t appreciate bourbon or vodka, it?s just I?ve grown out of that. I don?t casually drink. I?m really picky about what I drink, so it either has to be good, or I?m not going to drink at all.

SHAPE: What?s your diet like?
TF: I really love vegetables. I actually think protein is boring. A pork chop tastes like a pork chop any time of year. Sometimes you get a nice sexy bite because where the bone starts to come out there?s a little fat cap, but there?s nothing particularly interesting from a story-telling standpoint. I think vegetables are the real driving force behind food because it lets you know what time of year it is.

SHAPE: On busy weeknight, what?s your go-to recipe?
TF: I?ll take a vegetable such as butternut squash, and I?ll peel the whole thing, take the bottom part, scoop the seeds out, and cut into a large, irregular dice. Then I?ll saut? that with a little bit of sage, julienned onion, and olive oil, and I?ll let that start to really caramelize so it has a roasted, nutty flavor to it. I?ll chop the rest of the squash and simmer it in water and a little bit of salt with some onion, olive oil, and more sage. When it?s tender and soft, I?ll take all of that and put it into a high-speed blender and puree it so it?s really a creamy, delicious sauce, and then I?ll finish it with olive or truffle oil. ScienceDaily (Oct. 19, 2012) ? Attention Deficit Hyperactivity Disorder is both under and over diagnosed. That's the result of one of the largest studies conducted on ADHD in the United States, published in the Journal of Attention Disorders.

A substantial number of children being treated for ADHD may not have the disorder, while many children who do have the symptoms are going untreated, according to the 10-year Project to Learn about ADHD in Youth (PLAY) study funded by the National Center on Birth Defects and Developmental Disabilities of the Centers of Disease Control and Prevention

"Childhood ADHD is a major public health problem. Many studies rely on parent reporting of an ADHD diagnosis, which is a function of both the child's access to care in order to be diagnosed, and the parent's perception that there is a problem," said Robert McKeown, of the University of South Carolina's Arnold School of Public Health, who led the South Carolina portion of the study.

"Further complicating our understanding of the prevalence of ADHD and its treatment is that the diagnosis often is made by a clinician who has little experience assessing and diagnosing mental disorders. As a result, ADHD is both under and over diagnosed," said McKeown, distinguished professor emeritus in the department of epidemiology and biostatistics.

The study, conducted between 2002-2012, was a collaborative research project with the University of South Carolina's Arnold School and School of Medicine and the University of Oklahoma's Health Sciences Center.

"To our knowledge, this is the largest community-based epidemiologic study of ADHD to date," McKeown said.

The study found that 8.7 percent of children in the community sample in South Carolina had enough symptoms to fit the ADHD diagnosis at the time of the initial assessment. The percentage was 10.6 in Oklahoma.

The report also revealed that the number of parents in the community sample who reported that their children were taking ADHD medication was 10.1 percent in South Carolina and 7.4 percent in Oklahoma. Yet, of the children taking ADHD medication, only 39.5 percent in South Carolina and 28.3 percent in Oklahoma actually met the case definition of ADHD.

"ADHD is not a snap diagnosis. It requires data from several sources and across several domains and considerable expertise to diagnose accurately and differentiate from other possible problems," McKeown said.

The CDC reports that ADHD is one of the most common neurobehavioral disorders of childhood. Often first diagnosed in childhood, ADHD affects a child's ability to do well in school and his or her ability to make and keep friends. While many children "outgrow" the disorder, ADHD can continue into adulthood, impacting the individual's ability to work and function in society.

McKeown said the study found that many children taking ADHD medication did not meet the ADHD diagnostic criteria.

"These children had more ADHD symptoms, on average, than the other comparison children. Many children meeting case criteria had not been previously identified and were not receiving medication treatment, suggesting that the condition remains underdiagnosed," he said.

The study was designed to follow children from elementary school through adolescence (ages 5 -- 13) and investigate the short- and long-term outcomes of children with ADHD. Teachers screened 10,427 children in four school districts across the two states where the study was conducted. ADHD ratings by teacher and parent reports of diagnosis and medication treatment were used to determine whether children were high or low risk for ADHD.

Study questions focused on the prevalence and treated prevalence of ADHD in children; the existence of other health problems in children with ADHD, and the types and rates of health risk behaviors in children with ADHD. The study also looked at treatment patterns, both past and current, of children with ADHD.

"The findings of our study suggest that a fair number of children are being treated who do not meet case criteria and that there are children who do meet criteria but are not being treated," McKeown said. "ADHD is not a snap diagnosis. It requires data from several sources and across several domains and considerable expertise to diagnose accurately and differentiate from other possible problems."

Children and adolescents with ADHD also were found to have high rates of other disorders, including oppositional defiant disorder and conduct disorder. They also were more likely to engage in risky or impulsive behaviors, he said.

"We will follow up on these initial reports as the children age to determine what, if any, changes have occurred in the symptom patterns, as well as in the types of health risk behaviors," McKeown said.

"We hope that this will shed light on the prevalence and the treatment of ADHD and will lead practitioners to seek consultation if they are not trained to assess, diagnose and treat ADHD," he said. "We also hope it will lead parents and practitioners to assess all the treatment options to determine what works best for each child."
